The consumer protection authority inspected 229 types of construction products in 2025

In 2025, the consumer protection authority examined the distribution conditions of bagged cement, masonry mortar and plaster mortar. The checks covered 229 types of construction products and a violation was found in every third product.

The consumer protection authority inspects the distribution of construction products every year to ensure safe homes. The purpose of market surveillance inspections is not only to require the documents necessary for distribution, but also to examine the legality and validity of performance declarations and CE markings.

In the year 2025, bagged cement, masonry mortar, and plaster mortar were inspected. As part of this, government agencies under the professional supervision of the NATCP carried out 101 official inspections in chain stores, retail and wholesale units, and at manufacturers. Of the 101 inspections, deficiencies were found in 37 cases, or 37% of the inspections.

The official inspections covered 229 types of construction products and violations requiring action were found in every third product. Government agencies take the necessary measures in every case to remedy the identified shortcomings.

The most important document for the distribution of construction products is the declaration of performance in Hungarian. The declaration of performance contains the essential characteristics and their values that are necessary during the design, execution and selection of construction products in accordance with the plans in order to ensure that suitable, safe buildings and structures are constructed. If a product has a well-founded declaration of performance, the manufacturer shall also certify this by affixing the CE marking to the product in the case of construction materials manufactured in accordance with harmonized technical specifications. In addition, instructions for use and safety information in Hungarian must also be made available to consumers.

Deficiencies in the legality of CE marking were found in 12% of the product types examined. Performance statements were not available for 6% of the products inspected. In 16% of the performance statements presented, there were infringements relating to their content, and in 3% of cases, infringements relating to their validity.

Purchasing construction products is a big responsibility, as they are used to construct buildings and building structures. For consumers, construction or renovation is a significant long-term investment, and the expected quality and, at the same time, the safety of buildings can only be ensured with the use of appropriate building materials. Conscious consumer behavior can also play an important role in achieving this, Therefore, the NATCP draws consumers' attention to the fact that they should only purchase construction products that have a performance declaration in Hungarian, as well as instructions for use and safety information in Hungarian, and that the manufacturer has affixed the CE marking to products manufactured in accordance with harmonized technical specifications.

In view of the experience gained from the investigations already carried out and the new products appearing on the construction products market, the continued presence of the market supervision authority in this area is still justified, and therefore market supervision of building materials will be given even greater emphasis in 2026.
