The NATCP has ordered an investigation into unfair commercial practices affecting elderly consumers

The National Authority for Trade and Consumer Protection (NATCP) is launching a nationwide thematic investigation to ensure greater protection for older consumers. The government agency’s inspections are aimed at uncovering unfair commercial practices affecting older consumers, with particular regard to cases where businesses attempt to conclude contracts through deception, pressure or by exploiting a vulnerable situation.

Older people are particularly vulnerable to commercial practices that exploit their trust and vulnerability. Concerns about their health, their limited digital literacy, and the more vulnerable position of older people living alone all justify the need for enhanced protection of this consumer group.

During the investigation, particular attention will be paid to consumer complaints and reports in the public interest concerning older people. The inspections will cover, amongst other things, urgent home repair and maintenance services – such as unblocking drains, plumbing and electrical work, lock-opening or roof repairs – health and preventative healthcare services, product demonstrations, contracts concluded off-premises, and online commercial practices targeting older people. Among other things, the experts are examining whether businesses are fulfilling their information obligations, clearly displaying their prices, can be properly identified, and are complying with the relevant legal requirements.

Another key pillar of the programme is prevention. Under the professional guidance of the NATCP, government offices across the country hold consumer protection talks in care homes, pensioners’ clubs, community centres, libraries and other community venues. The aim of the talks is to ensure that participants are aware of the most common deceptive practices, understand their rights and know where to turn for help if they experience any abuse.

For the NATCP, the protection of vulnerable consumer groups is a top priority. To this end, the Authority takes consistent action against unfair commercial practices, whilst ensuring a predictable operating environment for law-abiding businesses. The aim is to ensure that older people do not become easy targets, but can make informed and safe consumer decisions based on adequate information.
